Delivering neighbourhood policing in partnership

Home Office Research Report 61 describes the nature of neighbourhood policing partnerships between neighbourhood policing teams (NPTs), partner agencies and residents in six local areas which were identified as having a strongly embedded partnership approach. The research is based on interviews with local partners and focus groups with residents conducted in these six areas between January and August 2010 (these things take a long time to be published!!).

The report sets out the perceived benefits of delivering neighbourhood policing in partnership and offers some advice to practitioners on how to work effectively in partnership, and how to overcome key barriers.

Guidance on seeking approval for for premises to hold civil partnerships

The Home Office has published guidance on under the Marriage Act 1949 and the Civil Partnership Act 2004. The guidance supplements the Marriages and Civil Partnerships (Approved Premises) Regulations 2005 as amended1 (“the 2005 Regulations”) to provide the public, local authorities, registration officers and faith groups with information on the regime to approve premises for the solemnization of civil marriages and the registration of civil partnerships.

The guidance focuses on the detailed processes for the approval of premises and the conditions associated with an approval.

The guidance is in four parts:

  1. generic guidance that applies to all premises that are to be approved for civil marriages and civil partnerships, or religious premises to be approved for civil partnerships only;
  2. specific to the approval of secular premises for civil marriages and civil partnerships;
  3. specific to the approval of religious premises for civil partnerships;
  4. guidance for couples wishing to solemnize a marriage or register a civil partnership on approved premises.

Community right to challenge

With the coming into effect of the Community Right to Challenge (Expressions of Interest and Excluded Services) (England) Regulations 2012 on 27 July 2012 DCLG has published details of the right as well as draft guidance on how it will operate.

The right will enable town and parish councils, community groups, charities and others to  bid to run a local authority service where they believe they can do so differently and better. This may be a whole service or part of a service.

Relevant bodies will need to submit a written expression of interest. Local authorities will have to consider and respond to expressions of interest which, if accepted, will trigger a procurement exercise for that service. The challenging body can then participate, alongside others.

Phew! Heatwave plan for 2012

The Department of Health has published its Heatwave Plan for 2012. The aim is to raise public and professional awareness of the effects of severe heat on health. The purpose of the Plan is to enhance resilience in the event of a heatwave and the Plan is an important component of overall emergency planning and wider health promotion activity.

Community and voluntary groups are encouraged to develop a Community Emergency Plan and check if their local community emergency plan covers what to do to support vulnerable or frail neighbours in the event of a heatwave or other extreme climatic events such as flooding or drought.

The plan suggests that the local Emergency Planning Officer or parish council can usually point people in the right direction, or if there isn’t a local plan, can provide help in developing one.

Revision of Publication Schemes

Fear not – it looks like plans to revise the requirement for public authorities to have a publication scheme are unlikely to apply to parish councils.

The ICO has published an action plan to look at publication schemes of larger organisations that will be directly affected by the new transparency requirements. This work will be undertaken in 2012 -13. Reviews of other public bodies will take longer and no date has been set.

Publication schemes are key documents that set out what information a public authority will make available about how it works and parish council should have one, and publish its information in accordance with its scheme. Parish council are required to have a publication scheme by virtue of duties under the Freedom of Information Act.
